2025年万博ごみゼロサイトとは
私たち大阪ごみ減量推進会議では、2021～2023年度の３年間、独立行政法人環境再生保全機構による地球環境基金の助成金を受けて、「2025年大阪・関西万博でゼロ・ウェイストを実現するための調査研究と担い手育成」という事業を実施してきました。
私たちの地元で開催される世界的なお祭りを、これからの大規模イベントのお手本となるような、できる限り焼却ごみや埋立ごみを出さない循環型の催しにしたいという思いで実施したものです。
具体的には、主催者となる公益社団法人2025年日本国際博覧会協会との意見交換やごみゼロ実現に向けた提案、地域イベントでの「堆肥化可能な食器」の試作と使用実験、脱プラを世界にアピールするためのシンボル事業としての「へちまプロジェクト」、イベントでのごみ減量などをテーマとする「ごみ減量連続セミナー」の開催などです。
2024年度から2026年度までの３年間は、同じく地球環境基金助成事業として、「2025年大阪・関西万博でゼロ・ウェイストを実現するための『ごみウォッチング』と廃棄物対策の検証評価」を行います。
その具体的な事業の１つが、この「万博ごみゼロサイト」の開設・運営です。博覧会協会では、できる限り環境配慮型のイベントにすべく、持続可能性部を中心に準備を進めてきました。その内容を紹介するとともに、万博が開幕してから実際にどのようなごみ対策が行われているのかをお伝えしたいと思っています。期間中には、会場から出るごみの組成調査も実施する予定にしており、その調査結果なども詳しく掲載する予定です。
What is the Expo 2025 Zero Waste Site?
We, the Osaka Council for Waste Reduction Promotion, have been implementing a project entitled "Research and Study and Training of Leaders to Achieve Zero-Waste at Expo 2025 Osaka-Kansai" for three years from FY2021 to FY2023 with a grant from the Global Environment Fund through the Environmental Restoration and Conservation Agency, Japan.
This project was carried out with the aim of making a world-class festival in our hometown a recycling-oriented event that generates as little waste for incineration and landfill as possible, as a model for future large-scale events.
Specifically, we exchanged views with the Japan Association for the World Exposition 2025, the organizer of the event, and made suggestions for achieving zero waste; created a prototype of compostable tableware and experimented with its use at local events; conducted the "Hechima Project" as a symbolic project to promote the elimination of plastic waste to the world; and held a series of seminars, "Waste Reduction Series", on the topic of reducing the amount of waste at events.
For the three years from FY2024 to FY2026, "Garbage Watching" and "Verification and Evaluation of Waste Management Measures to Achieve Zero Waste at the Osaka-Kansai Expo in 2025" will be conducted, also as a project supported by the Global Environment Fund.
One of the specific projects is the establishment and operation of this "Expo Zero Waste Site. The Expo Association, led by the Sustainability Department, has been making preparations to make the event as environmentally friendly as possible. We would like to introduce you to the details of this project and tell you what measures have actually been taken to prevent waste since the opening of the Expo. We are also planning to conduct a survey on the composition of waste from the venue during the Expo and will report the results of this survey and other details.
大阪ごみ減量推進会議とは
大阪ごみ減量推進会議は、市民・事業者・行政のパートナーシップによって大阪府内のごみ減量・３Ｒを推進するため、2011年10月に設立されました。
これまでの主な活動としては、次のようなものがあります。
・大阪におけるエコステーション構築モデル事業（2012年度「新しい公共の場づくりのためのモデル事業」採択）
・ごみ減量市民リーダー養成のための各種活動：「ごみ減量リーダー養成連続セミナーの開催」「廃棄物減量等推進員活動の手引きの作成」「廃棄物減量等推進員活動事例集の作成」など（2017～2019年度地球環境基金助成事業採択）
・ごみ減量市民交流会の開催
・天神祭りごみゼロ大作戦（会場内で発生するごみの分別・資源化とリユース食器の使用）
・ごみ減量連続セミナーの開催
・大阪城ガレージセール（大阪市環境局主催）での啓発活動
What is the Osaka Council for Waste Reduction Promotion?
The Osaka Council for Waste Reduction Promotion was established in October 2011 to promote waste reduction and the 3Rs in Osaka Prefecture through a partnership among citizens, businesses, and government.
Major activities to date include the following;
・Model project for the construction of Eco-Station in Osaka (adopted as a “Model Project for the Creation of New Public Spaces” in fiscal 2012)
・Various activities for fostering citizen leaders in waste reduction: “Holding a series of seminars for fostering waste reduction leaders,” “Creating a guide for activities of waste reduction promoters,” “Creating a collection of case studies of activities of waste reduction promoters,” etc. (Adopted by the Global Environment Fund grant program for fiscal 2017-2019)
・Holding of exchange meetings for citizens to promote waste reduction
・Holding the Tenjin Festival “Operation Garbage Zero” (sorting and recycling of garbage generated at the festival site and use of reusable tableware)
・Holding a series of seminars on waste reduction
・Osaka Castle Garage Sale (sponsored by the Osaka City Environmental Bureau)
